1) At 6:15 PM, Richard Ferch, VE3KI welcomed 25 Chapter members and guests and introduced the head table.

John McGowan, VA3JYK and Vincent Hyatt, VA3UGH were welcomed as guests †to the meeting.
1) Annual Presidents Message by Richard Ferch, VE3KI:
Richard thanked the volunteers and executive for their dedication and hard work for QCWA Chapter 70. Thanks to Doug Leach, VE3XK for running our web site and keeping the Chapter archives, Pat Brewer VE3KJQ for handling certificates and pins for the May meetings, Bryan Rawlings VE3QN for managing finances, Barry Allison VE3NA for his work on the membership list, Norm Rashleigh VE3LC for keeping meeting minutes and filing Journal reports with QCWA International, and John Barnhardt VE3ZOV for photography and making arrangements with the restaurant and managing the Chapterís weekly 2 metre net.
Richard thanked the guest speakers for 2016/17:

Richard asked anyone who might be able to give members rides to the meetings to please let a member of the Executive know. He reminded members to invite eligible amateurs to join the QCWA and the Chapter. Richard also encouraged members to check into the Monday night net (7:30 pm, VE3MPC repeater).
2) Illness and SK Report: †
Fortunately John Barnhardt VE3ZOV had nothing to report.
3) Minutes of the September 19, 2017 dinner meeting:
Richard VE3KI asked for approval of the minutes as posted on the Chapter 70 website. Moved by Ralph Cameron VE3BBM †and seconded by Barry Allison VE3NA that the minutes be adopted as posted. Carried.
4) Secretaryís Report:
Norm VE3LC reported that meeting reports have been forwarded regularly to QCWA International and appear in the QCWA Journal on the second month after the quarterly meeting or other event involving the Chapter.
5) Treasurerís Report and proposed Budget for 2018:†
Bryan Rawlings VE3QN presented the financial report which is attached to the end of these minutes. He stated that charitable donations are yet to be made to the Radio Amateurs of Canada Fund and to the Defense of Amateur Radio Fund. †Bryan VE3QN moved the financial report be accepted; it was seconded by Gary Hyatt VE3MJT and Carried.
Bryan also presented the proposed budget for 2018; it was moved to be accepted by Bryan Rawlings VE3QN and seconded by Dave Parks VE3AV. Before a vote to Carry the motion, John Parkinson VE3JG suggested the dues be raised to $25 to counter the operating expense deficit.† This suggestion was countered to stating the Chapter had considerable cash reserves that will offset our slight annual shortfall.† The budget was Carried without amendment.
6) Nominating Report:
Dave Conn VE3KL spoke to nominations for the Executive for 2018. Richard VE3KI will be stepping down as President as this is the end of his second term. The current Vice President, John Barnhardt, VE3ZOV, has indicated he is willing to stand for President. Luc Pernot, VE3JGL has accepted to stand for Vice President, and Gary Spence, VE2GK is prepared to accept a nomination as Director. †Norm VE3LC is at the end of his term as Secretary, but has expressed willingness to stand for another term. The other Executive members, Treasurer Bryan Rawlings VE3QN and Directors Pat Brewer VE3KJQ and Alan Goodacre VE3HX are in the middle of their two-year terms and do not need to stand for election. So the proposed slate for elections is VE3ZOV for President, VE3JGL for Vice President, VE3LC for Secretary and VE2GK for Director. Dave VE3KL then asked for nominations from the floor. There were no additional nominations put forward from the floor; therefore is was so moved by Dave Conn VE3KL and seconded by Frances Roach VE3HKG that the executive be elected as proposed. Carried.
7) After Dinner Speaker: †
Building the Grande Prairie to Alaska Microwave System
Presenter Ė Ralph Cameron VE3BBM
The speaker was introduced by Dave Conn VE3KL.
Ralph described the design and installation of the microwave system running from Grande Prairie, Alberta to Alaska and his involvement with the project while he was working for Canadian National Telegraphs in the early

8) Door Prizes and 50-50 draw.
The Door Prizes were presented by Dave Conn, VE3KL with the assistance of Ralph Cameron VE3BBM.† †The 50-50 Draw was won by Gary Hyatt VE3MJT.
9) Next meeting: †
Before closing, Richard VE3KI announced that the next meeting will be a luncheon affair held on Tuesday February 20, 2018 at KS on the Keys at noon.† The guest speaker will be Dr. Josť Campione VA3PCJ on the topic of Qualifying and Activating Ottawa River Islands as part of the Canadian Island Activators Program. This should be a very entertaining photo rich presentation.
