Wiggy grew up in Liverpool, NS and attended Liverpool Academy and later, as a mature student, Saint Mary’s University, attaining the CIM designation and later the Canadian Institute of Management P Mgr designation. 1935-1936 Apprentice Electrician - Mersey Paper Company
1937-1940 - Journeyman Electrician
1940-1945 - RCAF - Supt Electrical & Water Utilities
He was awarded the British Empire Medal (Military) for his inventions and improvements to pilot training systems that were essential to the Commonwealth Air Training Plan.
1946-1962 - Supt Power and Water Utilities Town of Liverpool
1962-1963 - Nova Scotia Water Utilities - General Manager
1963-1966 - Regional Director of Emergency Measures – Nova Scotia - Newfoundland
1974-1976 - Regional Director, Ontario Emergency Preparedness Canada (Toronto)
1976-1983 - Dir of Federal-Provincial Arrangements Emergency Preparedness Canada
Wiggy served more than 50 years in Canada’s Militia. He was Commanding Officer of the 14th Field Artillery Regiment. He was appointed Honorary Colonel of the 28 (Ottawa) Service Batallion in 1976, serving until his retirement to Nova Scotia in 1983. He also served as Honorary Lieutenant-Colonel of the 84th Field Battery (RCA) of Yarmouth, NS until December, 2005.

Wiggy became a Silent Key July 20, 2008.
